The darker patches on the skin that don’t seem to fade are called pigmentation or hyperpigmentation.
U.V OR SUN EXPOSURE IS THE BIGGEST CULPRIT.
When you step out into light your skin naturally produces melanin to protect the cells from radiation. If you expose the skin to too much U.V over time they become damaged and confused and eventually over produce melanin resulting in darker patches of pigment showing up on the skin.

There are different types of pigmentation-
